PART -II
DEFINITIONS

  1. "Act" means the Electricity (supply) Act 1948 (Central Act, 54 of 1948).

  2. "Approved Candidate" means a candidate whose name appears in an authoritative list of candidates approved for appointment to any Service, Class or Category.

  3. "Average Pay" means the average monthly pay earned during the ten completed months immediately preceding the month in which the event occurs which necessitates the calculation of average pay.

  4. "Board" means the Meghalaya State Electricity Board constituted by the Government of Meghalaya under Section 5 of the Electricity (Supply) Act, 1948.

  5. "Board Employee" means any person employed by or in the name of the   Board.

  6. "Cadre" means the strength of a service or part of a service as a separate unit.

  7. "Category" means the division of employees in each class in each of the services under the Board.

  8. "Chairman" means Chairman of the Board appointed by the Government.

  9. "Compensatory Allowance" means the allowance granted to meet personal expenditure necessitated by 'the special circumstances in which duty is performed and includes traveling allowance.

  10. "Competent Authority" means an authority, which has been authorized by the Board to perform a Special Act.

  11. "Confirmation" means appointment of a probationer in a Service in a permanent post borne on the cadre thereof.

  12. "Day" means a Calendar day beginning and ending at midnight .

  13. "Departmental promotion committee" means a committee constituted by the Board from time to time for the purpose of selection of candidates for promotion from one category to the next higher category.

  14. "Duty" : A person is said to be on duty:-

  1. When he is performing the duties of a post or undergoing the probation, or training prescribed for a category in a class of any service.

  2. When he is on joining time or

  3. When he is absent from duty, having been on duty immediately before or after such absence, on authorized holidays or on casual leave taken in accordance with the instructions regulating such leave issued by the Board.

  4. When he is absent during

  1. a course of instruction or training or

  2. a course of instruction or training under the Board or any outside agencies in the Meghalaya State authorized by the Board.

  1. When ·a Board employee on return from leave has to wait for orders of posting provided that the Board or any officer authorized by the Board in this regard may treat any period as duty if in its/his discretion it should be treated as such.

  1. "Foreign Service" means service in which an employee receives his pay with the sanction of the Board from any source other than the Board.

  2. "Government" means Government of Meghalaya.

  3. " Holiday " means any day declared as such by the Board.

  4. "Joining Time" means the time allowed to an employee of the Board to join a new post or to travel to a station to join a post to which he is posted.

  5. "Leave Salary" means the monthly amount paid by the Board to a Board employee who is on leave.

  6. "Lien" means the title of a Board employee to hold permanently a permanent post to which he has been appointed

  7. "Management Committee" means the committee constituted by the Board with such members as the Board may in its discretion decide, and discharge such duties and functions as the Board may from time to time decide.

  8. "Member of a service" 'means a person who has been appointed to that service and

  1. who has not retired or resigned

  2. who has not been removed or dismissed or transferred to another service or

  3. who has not been discharged.

  1. "Month" means a calendar month. In calculating a period expressed in terms of months and days, complete calendar months, irrespective of number of days in each should first be calculated and the odd number of days calculated subsequently.

  2. "Officiate": A Board employee officiates in a post when he performs the duties of a post on which another person holds a lien. The Board or an officer duly authorized by the Board may, if it/he thinks fit, appoint a Board employee to officiate in a vacant post on which no other Board employee holds a lien.

  3. "Pay" means

  1. The amount drawn monthly by a Board employee as the Pay, other than Special Pay or pay granted in view of his personal qualifications which has been sanctioned for a post held by him permanently or in an officiating' capacity, or to which he is entitled by reason of his position in a cadre, and

  2. Special Pay and Personal Pay and

  3. Any other emoluments which may be specially classed as pay by the Board.

  1. "Permanent Post" means a post carrying a definite rate of pay sanctioned without limit of time.

  2. "Personal Pay" means additional pay granted to Board employee:-

  1. to save him from a loss of pay in respect of a permanent post due to revision of pay or to any reduction of such pay otherwise than as a disciplinary measure or

  2. in exceptional circumstances, on other considerations.

  1. "Presumptive pay" of a post when used with reference to any particular Board employee means the pay to which he would be entitled, if he held the post permanently and was performing its duties, but it does not include special pay unless the Board employee  performs or discharges the work or responsibility or is exposed to the unhealthy conditions, in consideration of which the special pay was sanctioned.

  2. "Probationer" means a person appointed provisionally in a permanent post and who has not been confirmed.

  3. "Promotion" means the appointment of a member of a service in any category, in a class of a service, to a higher category of such class of service.

  4. "Secretary" means a person appointed by the Board as Secretary of the Board with the concurrence of the Government of Meghalaya under Section 15 of the Electricity (Supply) Act, 1948.

  5. "Selection Committee" means a committee constituted by the Board from time to time for selection of candidates through direct recruitment.

  6. "Service" means a group of employees constituted by the Board as separate service as provided in Part-III of these regulations. Provided that where the context so requires "Service" means the period during which a persons holds a post in accordance with these regulations.  

  7. "Special Pay" means an addition, of the nature of pay, to the emoluments of a post of an employee, granted in consideration of

  1. the specially arduous nature of the duties; or

  2. a specific addition to the work or responsibility; or

  3. the unhealtl1iness of tile locality in which the work is performed.

  1. "Subsistence allowance" means a montl1ly allowance allowed to an employee who is not in receipt of pay or leave salary, in circumstances provided for in Section 8 of Part V.  

  2. "Substantive Pay" means the pay other than special pay, personal pay or emoluments classed as pay by the Board under Regulation 3(25) to which an employee is entitled to on account of a post to which he has been appointed permanently or by reason of his permanent position in a cadre.

  3. "Temporary Post" means a post carrying a definite rate of pay sanctioned for a limited time.

  4. "Time Sca1e Pay" means

  1. Pay, which, subject to any conditions prescribed in these regulations, rises by periodical increments from a minimum to a maximum.

  2. time scales are said to be identical if the minimum, the maximum, the period of increment and the rate of increment of the time scales are identical.

  1. "Traveling allowance" means an allowance granted to an employee towards the expenses, which he incurs in traveling in the interest of Board service.
